The NFL has yet to confirm the fine. Bostic makes $405 thousand on his rookie contract as a base salary this season (much more with bonuses), so the $21 thousand fine is a steep penalty.
On the play, Bostic was breaking up a screen pass to Chargers wideout Mike Willie. There did appear to be some contact between the players' helmets, but Bostic also appeared to be attempting to wrap-up Willie with his arms.
The NFL has placed significant emphasis on eliminating helmet-to-helmet hits in recent seasons, however the league's own website had the video of the hit listed under "spectacular tackle" as of Wednesday morning. The league removed that description by 9:50 a.m. central time.
According to multiple reports, the fine was for lowering Bostic's helmet on a defenseless receiver, not the NFL's new rule the prohibits initiating contact with the crown of the helmet.
